California Clean Truck Check can apply to eligible vehicles operating in California regardless of their registration state. Your route, vehicle type and any applicable exemptions matter.

This page covers California requirements and remote service enquiries. It does not describe a separate Wyoming testing program.

These are examples of home bases, not walk-in testing locations. E-ZCARB provides a connected remote testing setup; confirm compatibility, delivery and activation before ordering.

A proposal for your operation

Tell us which vehicles enter California, their engine configurations and where they can be connected. Equipment and service terms are discussed directly, based on your needs.

Make the enquiry useful

Include your home state, truck make, engine model year and California operating plans. Before ordering, confirm the diagnostic connection, the installation location and who will monitor test results. Do not send payment details or account passwords.

Planning from Wyoming

A truck takes California loads while spending little time at its registered base.

Agree on a practical delivery and installation location and name the person receiving the kit. Before the next assignment, check the official record for the truck actually dispatched, not just the business account.

One truck or your own fleet

Start with the truck make, engine model year, fuel type and a clear photo of the diagnostic port. For a fleet, prepare those details for each vehicle. Confirm supported configurations before ordering.

What to check before ordering.

  1. Applicability. Confirm whether the vehicle and its California operation fall within Clean Truck Check, including any applicable exemptions.
  2. Official account. Review the vehicle record, fees and due dates in CTC-VIS. Buying a device does not replace these responsibilities.
  3. Test method. Confirm whether the truck supports remote OBD testing. OBD categories include 2013+ diesel and 2018+ alternative-fuel engines; the device must support the vehicle protocol.
  4. Readiness. Tell the provider about recent repairs or cleared fault codes. OBD readiness affects whether a test can satisfy the requirement.
  5. Service scope. Ask for hardware, cable, activation, service period, delivery, support and renewal costs in writing.

Questions from Wyoming operators.

Does registering my truck in Wyoming settle California compliance?

No. Registration location alone does not determine California Clean Truck Check applicability. Review where the vehicle operates, its specifications and any exemptions.

Can I choose a device just by its 9-pin or 16-pin cable?

No. The connector is one part of the review. The engine and supported diagnostic configuration also matter. Send vehicle details before placing an order.

What if the truck has just been repaired?

Discuss the repair and any reset of the diagnostic system before testing. Correct the fault or allow the diagnostic system to become ready, then retest. The same emissions requirements apply whether a technician collects the OBD data or a connected device submits it remotely.

Can my service business work with E-ZCARB?

Use the partner enquiry to describe your customer base, service area and intended role. Commercial terms and responsibilities need to be agreed before you offer a service to customers.

Coverage & eligibility

Does this apply to out-of-state trucks?

It can. California Clean Truck Check generally covers non-gasoline vehicles over 14,000 lb GVWR operating on California public roads, including vehicles registered elsewhere. Exemptions apply. Your home state alone does not determine eligibility.

Which engine model years use OBD testing?

2013-and-newer diesel engines and 2018-and-newer alternative-fuel engines are the OBD categories. Engine year may differ from truck year. The certified device, protocol and cable must also match.

Device, connection & testing

Is remote testing different from a technician’s OBD test?

The delivery method changes: a connected device collects and submits diagnostic data through the service instead of a technician’s test session. Emissions and readiness requirements still apply.

Do I need a 9-pin or 16-pin connection?

That depends on the vehicle and supported configuration. Share the engine year, make and port photo. A physically matching connector alone does not establish compatibility.

Results, repairs & registration

What happens if I fail?

Diagnose and repair the reported issue, then arrange a retest. A subscription does not repair an emissions fault or change the passing criteria.

What does Not Ready mean?

The diagnostic system has not completed the required checks. Recent repairs, battery disconnection or cleared codes may be relevant. Follow manufacturer guidance to restore readiness, then retest.

Plans, fleets & support

What is the first-year and renewal price?

Your proposal is based on vehicle compatibility, fleet size and the service you need. Send a request to discuss equipment, setup, support and commercial terms directly with E-ZCARB.

Do retests cost extra?

Retest arrangements are set out in your individual service proposal. Resolve the fault or readiness issue before requesting a retest.
